Integrated Force Management Course

In any community, the proper utilization of force is crucial to the definition,design, and delivery of effective police service. In the past, force utilization has been fragmented in both focus and function; leading to confusion, conflict, and even catastrophe.

The Integrated Force Management™ Program shifts force focus and function from a pattern of confusion, toward a process of consolidation and coordination, consistent with contemporary management procedures and principles.

This one-day course blends five essential elements and their critical components into a practical and tactical system, adaptable to any agency. These integrated elements include:

Mission / Mission Statement - consolidation of an individual (officer) and institutional (agency) philosophy of reasonable force utilization. This process provides for consistency rather than conflict on issues including vehicular pursuits, compliance techniques, policy interpretations, etc.

Use of Force Model - a focusing and functioning tool fot the instruction and evaluation of objectively reasonable force applications. It provides the participants with an opportunity to experience the evolution of the Federal Use of Force Model into a mechanism for "seeing" the Supreme Court defined elements of perceived circumstance, subject action, and officer response.

Force Delineation - the classification and authorization of departmentally specific tools and tactics relative to reasonable force applications. This provides the officers with a "pro-active" understanding and application of the tools and tactics recommended by the agency.

Force Policy - an articulation of the departmental philosophy of force utilization in written form, with an integrated, functional format. A truly simplified version of the basic force principles via a decision directed training outline.

Training Protocols - a comprehensive verbal and visual presentation of tools and tactics, keyed to situational force applications. Over thirty force related procedural guides are designed to answer the "what", "when", "how", and "if" issues of force utilization.

The course is designed for offices, FTO's, and Training Specialists, and is delivered in a true "Train the Trainer" approach.Upon course completion, participants are expected to acquire the strategies and skills necessary to return to their agency and fully implement the program.

The course includes the 100+ page text, numerous illustrations of implementation packages from such agencies as the U.S. Air Force, Roanoke County (Virginia), Clarksville (Tennessee), Tacoma (Washington), and Palatine (Illinois), the Use of Force Reference Guide, a 3.5 diskette of presented materials including the entire text. Selected force Protocols (Vehicular Pursuits, Oleoresin Capsicum Techniques, Canine Tactics, etc.), audio visual aids, etc., are also made available.
